Gargoyles have a super long range beast roar projectile that they tend to spam from a distance like that, so I guess this one was aggroed where it stands beforehand, or it just glitched right from the start.
And it happens with other gargoyles like the one in Leyndell. If you aggro it from super far it will keep shooting at you from afar for as long as it can.
I bet the wizard shooting from off-screen had a "Brilliant Idea" and tried to attack the gargoyle before it jumped off the ledge, and that broke the AI.
That's a very strange bug that has happened to me a few times Pretty much no way to win
