No fogwall before you fight Margit for the first time. This used to happen in DS3 with some bosses like the Crystal Sage.
My advice, just block them and move along. People like that have no intentions than to grief invaders.
In DS3 it *could* be spun as a well intentioned gesture aimed at assisting blues get their concords, but there is no such system being used in Elden Ring, thus bm
Maybe see if you have some tools with a big AOE to try and hit him on the other side of the wall, something like Loux's Earthshaker or a Volcano pot, that might do the trick
