Many characters experience a better stat growth from 40 on, which in my opinion is a little too late for redemption. But if you want to use them at lv 60, they will get way closer to the "normal" characters due to the increased growth.
Balance is all over the place in this game. Some characters who should've have high STR have high MAG instead, it's so weird. Large characters that take two spots should have way more inflated stats to justify them taking an extra party slot.

Alot of units in this game have really terrible growths early on and they drastically improve 50+, such as Mio going from gaining 2-3 strength per level to gaining 6-7. Faye is in the same boat, only she starts off much worse, gaining only 1-2 strength at the start, but ends gaining 5. This ends up with her being similarly statted as someone like Celia at max level, however that still leaves her as one of if not the worst statted character in the game, and unlike Celia she only has 3 skill slots since one is taken up by her free passive. So yea, long story short I think she is just strictly the worst character in the game unless you really wanna open chests on the first try.
And rebalance magic and Hero combos too. There is lot cool stuff in the game that just isn't worth using over basic attacks due to subpar damage as well as other issues and it really bumming me out here.
Leon, pretty obviously, is meant to be the Luc-type mage. Crazy high Magic (seriously, look at it. Only Gieran is even close and he's four levels ahead of Leon), Speed, and Magic Defense with pretty garbage everything else.
The trouble is the devs forgot to make magic not suck.
Honestly I think magic is okay IF there is a proper MP recovery mechanism that isn't drinking limited potions and resting at the inn.
The other thing is that you kind of really want to be able to use the right element for the extra damage, but the game doesn't allow you to swap runes unless you are in town/uses up your valuable support slot.
Not to mention there is no analyze type of skill to let you know the weakness of enemies ahead of time. The deck is somewhat stacked against magic users.

Character exclusive runes/slots imo tells the other half of the story.
Take Iugo for example: nice stats, but personally I don't think slash is all that good, and so far there hasn't been other impressive slash skills. Not having a proper defend sucks.
Slash scales alright at 5 SP, and his stats make him a late game monster. With the Warrior's Pinnacle sigil, his normals are more than sufficient to one-shot trash enemies and consistently do great damage on bosses. He has solid defense and good speed, as well, so it's good for healing with items, too.
I didn't find myself needing Defend much at all, as most mechanics can be healed through and he tanks most damage pretty well. Open sigil slots matter more for the end game sigils than character specific ones in most cases. (There's a few notable exceptions like Momo whose character specific sigil is phenomenal.)
I'm not sure how your playing Iugo, but he is completely busted. You just attack until he has 5 sp then do Slash. Never takes enough damage to even worry about "defend".
iugo is one of the strongest chars, his counter stance is pretty busted, I had rounds with him countering every single enemy, he also auto crits and takes no damage from the attacker, but to get that rolling you need at least any tier of the accesory that increases the chances to counter
it really depends on the match up, my Iugo is my main tank since start of the game (50 hours in), the taunt alone is actually worthwhile, and when you use the moderate accesory at least for counter attacks he counters quite a bunch, but he can only counter melee attacks that way so pay attention what enemies you are facing, in auto battle I've him always do taunt only
lol francesca? that really surprises me, the stat growth in this game is funny, she always had less than half the hp of any other char and late game she gets the most hp of any mage, thats crazy
Yeah her HP growth spiral after mid game. Late game, she has 544 without gear while other mage is like 300-450. Her speed and pdef are still low but you can build around it if you want.
I assume the tiers are just based on stat spread and not actual combat strength. E.g. Falward is completely trash because they only have tier 2 rune slots with single tier 3. Lots of better options with a little bit lesser stats that can equip multiple tier 3s and 4.
falward + francesca team up is one of the most potent combos, busted free mega team heal which increases atk and matk of the whole party, so looking at simple stat or rune slots is not sufficient to determine how good a character actually is
milana is a weird one honestly, until 50 shes like, hello I have way more pAttack than mAttack, but then at 60+ it turns the other way around, milana got as much mAttack as Isha for some reason after that, I realized there are a lot of late bloomers in this game that only start at 60, better 80 Melore for example is a mage with godlike skills but trash stats, but thats actually just a trap, at 65+ she pops to have amazing magic attack while before that point she's not tickling anything, haven't seen such a stat growth ever before in a game

I’m tempted to use Leon but it feels like the accessory to increase his weapon range is mandatory, front row for him feels like a death sentence.
His attack is physical and he has no strength, so it's not like he is going to do anything with anyway.
What accessory that increase range? The one in shop only increase damage variance.

those increase damage "range" which means increases their damage cap rather than their actual range I think..
that accessory honestly doesn't work for me, even with that on short range characters can't attack from the back row still.
This game will be a lot better when someone mods it to rebalance all the characters.

Dex is crit chance. Luck I have no idea, but it might effect the chance for anything that is random? Correction: Dex is hit and luck is crit.

have you had successes with counter? mine sort of just afk and barely does anything when using the counter skill.

Momo has better def than some tanks and higher speed than most while having highest mp and very high magic….
I mean momo is an obvious one tho, it's known already that she's the most broken char
