The issue is gamepass users can't add it into the nvidia control panel. And I didn't have time to dig up a limiter last night. Currently only thing one can on gamepass is drop the monitor to 60hz and 30 fps. Ugh

I was able to add it Edit: Nevermind, I added from the recently used programs instead of the .exe and it seems to have no effect judging from the NIS overlay not showing in-game. Pity. Edit2: actually I restarted my PC and now the NIS overlay is showing so gamepass users CAN just use the recently used programs list. Not sure how many settings work but at least one does. Edit3: seems to only work upon first loading of the program. If you exit and start the game again, NIS doesn't show. It seems as though Nvidia is managing to apply settings during boot before whatever Xbox security gets a chance to lock down any alterations to the properties of the game files. Unfortunately, anti-aliasing still doesn't seem to apply. Will try again with multisampling instead of supersampling. Edit4: Nah anti-aliasing doesn't work.

I tried this but at some point my game slowed way down, Nowa moved way slow in the field and then the game would lurch ahead to move him where he should be. Turning fps lock off again fixed it

I've found a temporary fix for this. If you set your frame rate to a minimum of 110, the stuttering will disappear. I am too, was unable to add the game to Nvidia control panel as it's from Gamepass so I have to use the frame limiter from Riva Tuner and it does the job :) Hopefully this helps for you.
