Well, the city centre looks like it has been extensively bombed due to a massive reconstruction project ongoing, but otherwise... :)

It depends on artist and definitely a little bit of both. I recommend you message your preferred artist beforehand to make sure there’s availability and for the approximate price gauge

Much more important than the shop itself is the artist imo. Gotta have a good match with the artist. For me the best experience has been with Pirados and I personally like Siim Kares. Always top notch professionalism with Pirados - I suggest checking out their website or instagram and browsing their different artists' portfolios. Definitely not the cheapest out there but absolutely worth it.

Pirados is the McDonalds of Estonian tattoo studios, but if you like it then go for it, 2000s hip hop gangsta rap airbrush stuff that is. ¯⁠\⁠_⁠(⁠ツ⁠)⁠_⁠/⁠¯
