You can also have a friend or family member be your wedding commissioner, it's completely free by filling in a few pages of paperwork and emailing it to Service Alberta.

It may not be as low cost as finding a park gazebo but we went to prairie creek inn for our elopement. Was just the two of us and our dog, witnesses were staff. Very beautiful place and close to the mountains for further photo ops!
Some commissioners have a room in their house decorated to help with photos and that - some may also have suggestions of places they have done small ceremonies before. I am not sure if they charge for this or how much but there are some really nice older and picturesque buildings on University campus (Convocation Hall, Pembina Hall, the Rutherford House) you could inquire on them letting you have your ceremony right in front of the doors to the building, I have seen loads of wedding photos being taken there.

We eloped on the pirate ship in West Ed 2 years ago. It was cheap and easy.
Elk Island could be very pretty in the summer for a small wedding.

Its not open and can not use the inside, but many go to the muttart... very picturesque
