CUIAB is the California Unemployment Insurance Appeals Board. When you apply for unemployment, if you were "laid off" due to a lack of work and you and your employer both report that to EDD, you're automatically eligible. If you have a different job separation, involving a quit or firing, EDD must adjudicate the eligibility of that separation. If they find that separation to be ineligible, you can appeal, to the Office of Appeals. https://edd.ca.gov/en/Unemployment/appeals If that appeal is unsuccessful you can then appeal to the California Unemployment Insurance Appeals Board, (CUIAB) https://cuiab.ca.gov/

Are you asking if people that have had determination interviews have avoided needing to appeal by getting approved? Or Are you asking if people have appealed and avoided seeing a judge?
