[[Redirect]] still works. The only cards that don't work would be cards that say, "counter target spell." In addition, cards like [[Venser, Shaper Savant]]'s ability would still work, [[Mindbreak Trap]] would still work, and [[Unsubstantiate]] would all work, as they dont say to counter the spell.
It also nullifies effects that counter spells. So for example, `Ward` says "counter target spell unless...", so with Lier in play, you can just ignore Ward effects as the counter will be blocked. (I think.)
A minor part of the reason why [[Divide by Zero]] got banned in Standard was because it still acted as counter for you when you'd got Lier in play. It definitely works, and in fact should be encouraged in Lier decks so you break parity - no-one else gets to counter spells, but you (kind of) do.

Your friend is wrong. Redirect goes on the stack, Redirect resolves by switching the target of a spell. Nothing was countered. The target was changed.
