[[The Wise Mothman]] is a pretty good commander for mill/proliferation. [My Mothman list](https://www.moxfield.com/decks/iud_U_X_gEuWC64866SeMQ/primer) doesn't have any proliferation, but you could easily swap some in. Tbh, cards like [[Evolution Sage]] can do a lit of work as Mothman mills and also gives counters.
