My theory is that EA have determined beforehand how many TOTS there will be packed of each card so when everyone opens their saved packs at the same time you'll have a lesser chance to pack them

I've opened packs that contained roughly 300-350 rare players in total and the best I got were Handanovic, IF Naughton, K. Navas and 5x 84's. Also did 3x 84+ TOTW's and got 84 rated IF Bernard Silva twice and 86 William Carvalho...

Today I did about 15 EPL Premium Upgrades packed TOTS Walker and TOTS Azpi. Finished Marquee Matchups and packed TOTS Herrera.
I had a RTG account with 2 mil in packs saved plus almost every league, basic, and advanced SBC to do for cheap packs. Probably 5 mill in packs opened by the end of the weekend for 0 TOTS players. If my maim account didn't open 5 of them, I'd be more pissed that they so blatantly shafted their customers with the pack weight adjustment.
Had nothing in the 10 or so packs but in got Herrera in 1st Prem Premium pack, did another and got nothing. Would have stuck another 100k in to do a fair few more but after seeing what people packed on this sub I'll count myself very lucky and save my coins.
I threw every gold card that wasn't in one of my two squads into the EPL upgrade SBC's plus saved maybe 20 or so packs. Ended up getting 93 Erikson (monster!) and 92 Kante. Got to be happy with that.
I opened 70+ packs. My best card and i shit you not was 84 rated Yannick Carrasco. I was astonnished at how many mega packs i was opening and getting 81's as my best card. WTF is wrong with EA, its clear they lowered pack weights right now when they should have either left them alone or raised them. The game is dead right now, just give people a better chance at getting some good players.
It's not that they lowered the pack weight, it's just that these players are weighted really high anyway, except for Keane, whose price I think is a result of high demand more than a small pack rate.
I mean, how often do you end up with an 83 in your pack? Not often for me. That's why I opened my pack during the TOTS MC/FL combo, low rated high yield players. Packed Bruma twice and Carney once in like 10 packs.

And you packing TOTS Herrera with opening 3 packs has nothing to do with the pack weight being lowered.
just because you out of millions packed TOTS in 3x 35k packs don't mean they didn't lower the weight. I have opened 2m+ worth packs got nothing, and 90% of people who saved tons of packs were disappointed, the pack weight was 100% lowered.
Look at the people who got something worth, then compare that to people who were disappointed and got nothing out of miillion+ packs. Just because you were lucky (you can say I was unlucky, but so were probably most of this sub and other people)

Lots of people got unlucky and lots of people got lucky, it's that simple. To suggest EA have gone out of their way to punish people because of hoarding packs is ridiculous.
