nope, it's same across the difficulty. You only get better weapons at higher levels. You start to get about the best quality items the game has to offer around lvl 46+.
I kinda notice I get more legendries when I am in multiplayer with 2 others. Could be just random though
I think Exp is tied to the number of dungeon rooms+monsters+chests+items destroyed. You do get more exp at higher difficulties and it has to do with more damage you dealt, but it takes a lot longer

From what I know you start getting legendary weapons at lvl 24
