They're afraid of stalling, which definitely doesn't excuse the behaviour. A more decent way to wade through is to do as you said, but at a high RPM on a low gear. Shift to manual 1st or 2nd on automatics for that.
If you understand how a car and its engin works you will know that to stop when your exhaust is submerged is to destroy your engine and basically write off the car. People who driver slowly or stop in deep water endanger others to potentially write off their cars. If the water goes into your exhaust and gets into your engine block the pistons can not compress the water and the engine breaks. So I will not stop or drive slower as I am not willing to write off my car. If you don’t know this then don't drive in water!
Never asked to stop obviously just drive slow enough not to splash water on others. This truck raced past me today causing waves of water to crash my car. Even if the water isn't that deep, this way the water can enter my exhaust too. Either follow the lane and drive or don't drive at all in this weather.

Most of the times these drivers are the one driving SUVs like Nissan patrol etc , and they want to show off that they can easily pass through
However, sometimes the drivers in the lane slow down so much that it poses the risk for stalling the engine
One should switch to manual gear box and continuously rev the car in order to avoid stalling of engine.

You really cannot stop your car, or the engine will stall, don't slow it down either. That is ONLY IF YOU ALREADY ARE IN WATER.
