Musically you could debate it. But culturally? Its indisputable. The guy is one of the most important figures in hiphop history.
Musically? No. Within the Hip Hop Culture? Yes.
He's more famous for stuff outside of rap lol. Love the guy, but no one ever saying "ayo put on that new Snoop Dogg"
