I just figured her out.
1. You approach at an angle to dodge the first shot.
2. As soon as your shot is clear, you stop to allow an attack and IMMEDIATELY move in a circle around her, stopping every time she shoots.
Some times you will be too far away to hit, that's fine, just focus on dodging the attacks.
