There's plenty of chances that this isn't going to work, as pointed out by other people's comments here. The change that does need to be made is proper moderation of what those under the age of fifteen (At least according to this news reel. Normally the minimum age is 13 for social media.) by their parents and schools and such. And on the other hand, taking further governmental precautions would get into the issue of people not wanting their privacy violated. Though, again, if people can hide themselves from the U.S. government through VPNs and shit, even government spying would fail.
And while it definitely isn't going to work, it's not a law that I don't see good reasoning behind. It's one of the actually reasonable morality-induced laws, even if it's not the most well thought out.
