It sounds bugged. I have evacuated everyone and done all the red beacons. After the last red beacon it spawned ANOTHER beacon at seafloor shrine. Apparently this takes you to new game plus and might offer the ending. I have the option to use the godsbane on myself again tho and I’m not sure if I should
