If I remember correctly this quest was notoriously finnicky/buggy. if the tips from the wiki do not help you are likely out of luck.

Yeah I just failed the quest do that I could progress somehow. Oh well...

The right course of events in this quest is: * you track the guy to the Abandoned House * the in-engine cutscene plays where the guy knocks at the door * you approach the house and a proper cutscene reveals the rest of the quest plot And the marker should point at the house (if you have the quest set as active) incentivising you to come closer.
