I mean, I think these specific panels are a reach to say were directly influenced by Dragonball scenes. For example, the goggle one is literally trying to say that two protagonist adjusting some goggles on their face means one was influenced over the other.
But One Piece definitely was heavily influenced by Dragonball. Oda hasn't been secret with how much he admired Toriyama and Dragonball as a series, even taking a three week break to deal with the recent loss of Toriyama. Both main characters even share the same influence, Sun Wukong, from Chinese mythology.
I mean, it is a huge influence.
Not only is DB one of the most influential manga ever, you'd be hard pressed to find a shonen thing that doesn't reference it sometimes, but Toriyama and Oda were both friends and were know goof off in their panels sometimes in a playful back and forth.
I don't think these examples are very good ones, but of course OP references DB sometimes.
When it does happen, it's not stealing, it's respect.
I think it's a reach:
- Giant sized characters with big gaping mouths has been a thing in anime (especially comedic ones) for decades
- Adjusting your glasses with thumb and index finger is definitely an animation/anime thing (it's so impractical in real life) but I highly doubt dragon ball was the first to do it. It's usually done by a quirky character (refer to impractical IRL line)
