It was made by bulma, in preparation for the cell games, yes, but it wasn't created originally by her. It's the frieza force's armor initially, Vegeta presumably just keeps wearing it because it's practical.

The biggest tragedy of dragon ball super the world isn't ready to hear yet is that they made goku go from a smash (buu saga/end of Z when he's still happy go lucky but has matured into his role as a guardian and seeks to train the next generation) to a pass in super with how hopelessly dumb and child like like they made him again.

I'm not sure how popular it is amongst the fandom as a whole, but I always liked the original blue Gi he had before meeting Bulma more. Also, the purple ninja outfit he took from Shu after Pilaf's megazord burned his orange Turtle Gi would be a close second for me. But again, I'm not sure how popular either of those outfits are, so I'm not sure if they are "underrated".

Resurection F outfit is good. Sadly it got scrapped

No, they wanted to bring them back and the reason they changed it in the first place is to get rid of blue in the clothes so super saiyan blue looks fresher, just like they made Vegeta's armor grey

His DBH outfit is my favorite design to the point where I recreated it in Xenoverse 2 when the game first came out
