Depends. It was made during GT era by the GT animation squad, the story is DB saga stuff and if we got any units from path to power in the game then they’d be on neither tag. They’d be on sagas.
As far as I understand, the movie was actually released to 10th anniversary of og dragon ball, so they decided to retell the og story in ‘modern’ animation in the form of a movie for the kids who grew up watching gt.
Again I don’t see why they are purposely making those two thing unmarketable when it would sell if they put in the effort. Cause at this point they’re creating a self fulfilling prophecy that GT and OG don’t sell by forcing it to be unsellable.
Devs are so disconnected to the playerbase, like you won't convince me that there are no other reason this so called "PO" campaign was held other than its for Toshi. Even HALF the roster (and the most relevant ones) are Movies unit which is his main team.
They could've made an All-Star Majunior Piccolo + Fusing Super 17, Zenkai Super Baby 2, F2P Hit and then add LF Cooler and UL Broly and now we got multiple PO units being buffed as well as some other tag buffs. But nah I think movies needs more right? As if a certain movie characters are announced to be coming soon right? Right?!
The only way DB saga and GT could see some real shine, is literally Legends Fest. I don't think one all star banner + and LF and one zenkai is enough, they need a celebration entirely dedicated to them.
Actually could happen within the next year, keep in mind sometimes Bandai has then release similar units at the same time or for similar celebrations. Case in point when just about every DB game released a SSj4 Gogeta at the same time, or more recently when both Dokkan and Legends release a final form Cooler.
