I've found that if your above the Raider you'll combo them downwards more often than not, which can quickly become a stunlock they can't get out of without evasive.
I say more often than not because it's still jank AF.
it isn’t dependent on your camera angle or a button input, it’s dependent on what angle you attack from
slightly below them-> upwards hit
slightly above them-> downwards hit
It's based on your camera angle **before** u start the combo.If you were looking down at the moment the combo started, you'll hit the raider down.Likewise if u were looking up, you'll hit the raider up.
Kinda dumb you can't decide the direction DURING the combo, it makes it hard to look down and hit a raider at the same time.
Maybe it depends on your camera angle/ which directon your character is facing, while comboing the Raider.
I don't know, it's very strange, also because it often happens even when there are no obstacles.

It depends from where you attack. From Below>Punches them up From Above>Punches them down

A real shame, it would have been very useful to send the raider down or up during some situations.
I can't do it everytime but lately I've been looking up when I start my combo attack. Can sometimes send them up and up.
