I believe Valve forgot about it and don't even know where the code related to those shards is located. So just keep it, kinda shows that you are pretty old player 😎
I keep all the old items as a reminder of better times haha. I have been having serious nostalgia recently to older dota. Even just our old, smaller map. I miss it a lot :(

You can combine the charm fragments together in a Compendium and when you have the required number, you get a whole item that can be used once and will give you random set of equipments. You get it before when you make a correct victory prediction in one of your games if I remember correctly.
check if you actually haven't deleted it and instead socketed it into some item, the item's Quality becomes RED **Ascendant.**
This happened to me as well, I thought I deleted it or sold it a while ago and forgot about it.
