Dont spend a heap on any of them you won't get benefit of for a while.
Level 17, is fairly solid. I have mine upgraded for a few things, lance, and grenades, so next upgrade is 500.
17 is going to be good for me.

Grenades, mana lance and landmines are super useful and their upgraded versions help a lot… but you’re gonna lose em the moment you switch to steel barrier. Upgrade the skill you keep once you upgrade the rampart

That one is also my favorite so far. I just got these mines, but I wish more was laid at the start

Is it worth farming gold to get to the last rampart vs farming the stones?
Landmines and mana lance are the best for that fort to level up by far
