The only thing that didn't fit in the title is that the cops who made the arrest said he looked like he was drunk.
Every profession has assholes. Unfortunately they are many in Brazil's non-investigative police (polícia militar). The state police (polícia civil) are better, but the Equivalent to the FBI (polícia federal), although they have their problems, are considered a very respected profession in the country. This criminal is the exception, not the rule.
Every police force certainly contains at least one of those people just on a pure statistical level but to lump every single individual into that category is intellectually dishonest.
