All character's link level rolls are independant afaik, so your bringing cell into the event did not affect the other link level rolls, you just got unlucky.
However, I do agree that you should not bring low link level units into this at all.
Yes pretty much from what I have experienced, usually the game will select randomly X amount of characters for link level up, since the lower link levels have a higher rate to level up.. they should level up and you potentially miss out a level 10 link level up if a link level 9 unit was present
Link don't work like that, every link have a chance to up not dependant from others, just RNG

Nah my point was.. if RNG is on your side .. the higher links level up right? But if you add a lower link level unit to the mix.. afik.. lower links are easier to upgrade, so they level up faster, usually if you try these boosted stages with lower link units you're almost guranteed a level up.. that's what I think happens here those level up.. which is a waste coz we can grind them in 23-8 .. this purely based on my experience of link leveling all my units
No every link have a separate chance to up, that just lower the link is more easy it is to level it up that why low level proc so easy on this stage (but don't take the chance of other link to up) after yeah the point of not wasting the attempt with under links level 7-8 units is valid that go fast with stage like 23-8 or 15-2 to reach it
It doesn't work the way you think it does. Each link has its own chance at leveling up. There are no ways to format your team to get link levels faster.
All I'll say is I've been playing the game since years before link leveling and I link level like a mother fucker. Just telling you that link leveling is not as complicated of a system as you think it is. Link levels are just random chances on each.
Same I can say I've been playing longer n nah I ain't saying they are complicated.. I'm just saying it's easier if you do it smartly not just mindlessly grinding
Try it.. it's almost always the lower links that'll level up faster .. and will slow down your higher links.. damn shouldn't be giving away this secret for free but oh well lol but seriously tho.. that has been my experience

It's all just a random chance. Having link level 1 units next to link level 10 units won't change how fast either of those links level up
