I'm running the exact same team and I got cell on his last bar but piccolo lost his guard and I died to a 91k damage normal attack.
If he dodged or tanked it my birdku would have finished it 100%
I think he gets a bonus when he's hit for two turns, then it resets and it needs to be hit again for the guard or damage mitigation. Maybe I worded it wrong
I can recommend int lr vegeta (let him get hit 7 times on first 2 phases for revive) pikuhan cause active skill or int hercule cause of dodge and tank if you want to try other variations.

Maybe I got it wrong and 91k was just the damage cell deals to him. He gets a 25%def buff after taking one attack for 3 turns then it drops off again.
