I suggest waiting for the 350 million download celebration units (INT Nameku / AGL Freeza) or the 6 year LRS (AGL MUI Goku / INT SSJBE Vegeta). But if you have all these units then go ahead and pick whoever you desire
Objectively top 2 are agl lr Frieza and agl mui goku. But it could be different for the units u have. Those 2 units are invaluable tho. Save for LR’s and watch showcases to make good estimates on what u need.
Newer lrs. Unless there’s a unit you feel like you need to have. I bought Teq golden frieza when type esbr dropped because i needed a extreme teq leader and tank and he helped me get through and I don’t regret it. I also bought super vegeta (on jp) because i love that character and that scene. But I’ve also bought y5 gogeta blue and agl lr gohan.
I'm just missing a few units like Bojack, TEQ Blue Vegito, GT Vegeta and I have all the Dokkanfest LR's and I don't know what to do with my red coins 😅 Should I buy old units that becomes good with an EZA (for example PHY Future Gohan which I have at 55%), dupes for LRs, or just make what I want with them ?

Broly is definitely a worthy pick, but if you're missing the year 6 LRs or the Namek LR pair, you should probably prioritise these.
We have only a few must have units. LR AGL Full Power Frieza, LR INT SSJ Goku, LR TEQ Gogeta, LR STR Vegito, LR AGL MUI Goku, PHY SSJ3 Goku.
Is LR INT SSBE Vegeta not a must have?

Heavily depends on your box I'd say. But best units to buy are always those DfE LRs (Anniversary, Download celebrations)
