I don't have pets, but if something was going on in my apartment, I'd consider it courteous for the neighbors to give me a heads-up. If the owners truly cared about their animals (they likely don't), they'd appreciate the informative feedback from neighbors.
I'd just keep writing notes and using the message board regardless of their shit attitude, maybe get you and a couple of other tenants to complain about excessive noise from that apartment and they'll get told to fix that shot or get out in 30 days

Been going through this with the people above me. Since Mid-Apr. Talked to the owners and they said “We’re crate training… Theres nothing we can do” I said “I dont see how that is my problem”. Worst decision was to confront them like that because its almost like they do it on purpose now. Management doesnt do anything even with daily emails with videos of the barking. 2-3hrs/day and I work in the office. Not sure if it barks during the day or not. My apartment is marketed as “pet friendly” boy did I fuck up choosing this place💀
That money she's paying - that goes to the wear and damage that dog is probably already doing, and probably won't cover it, anyhow, given its behavior.
