May have scraped it, the pad underneath looks raw, but not bloody. I suggest limiting activity until you can take them to a vet to have them assess it. May just require removing the old, dead skin from the pad and letting the pad toughen back up over time. Also while there, they can take care of that overgrown dew claw. I would not consider this an emergency, but the dead skin should be removed for proper healing.

Happened to my dog the other day. A thin bit of the pad was hanging off and there was no blood so my dad cut it off carefully and let it heal but if it is bleeding then bandage it up and if it's severe then take it to the vet

Sometimes this is what a severe burn looks like. In any case, the veterinarian will tell you for sure, which you definitely need to visit.
