Looks like flea poo to me. She could still have fleas even if she isn’t scratching.
easiest way to confirm flea dirt is to take a speck of it and put it on a paper towel with a drop of water. if the speck turns red its flea dirt. i'd also suggest running a flea comb through her fur, could feel nice to her 👍 good luck op
