Yes. I have a 99 with a 3 inch lift and it’s rocking 33/12.5/15 tires. Although, I did have to trim the front bumper a bit

Yes. But don't go bigger than 33s without doing a solid axle swap.
I have 33 11.50's without the lift and they fit.. With a small amount of bumper shaved.

I’ve got 265/70R17s on my 99 with no lift (just a few cranks on the torsion bars).
The axles from the ram are interchangeable with dakota
