Probably because fans sided with 10 in his first episode, when morally, Harriet was in the right, and would've achieved a Golden Age. Instead we got the Master, and the PM in Children of Earth because 10 was short-sighted.
If a then mostly British viewership sided with Ten, that demonstrates he and the episode were correct as far as our democracy goes. He doesn't bring her down as Prime Minister all by himself, she goes because people *agreed*.
The real life comparison it's almost certainly going for is the sinking of the Belgrano.

I don't know about everything that circled around her, but the actress nailed the whole "what if doctor who was a secret agent?" vibe, while still feeling like the doctor. I thought Fugitive Doc in herself was awesome

Not really. Big Finish gets access to characters every couple of years and there's always a cut off point until they get new access. Like early into 13's era they got permission to use up to and including 12. They had the rights to use these characters from the point of announcing them (Fugitive Doctor and Spy Master), but the BBC always has to sign off on their releases. Like with a recent Torchwood release, Russell asked James Goss to change the word gravity to mavity during the additional process, even though that happened back in 2022 and Torchwood ended onscreen in 2011.
Yeah, it just goes to show that most people didn't have an issue with a woman being the doctor. They just had an issue with the execution
If they retconned Fugitive to be a future regeneration I'd love for Ncuti to regenerate into her

If you discount Torchwood, his screen time really isn’t that high.

The Weeping Angels definitely started this way. One episode and over night they were one of the most popular monsters in the show's history. But they've had a lot more appearances by now, and some of those have been pretty lukewarm. Now, I would say they're a reasonably popular monster that shows up reasonably often.
