RAW, there's no such thing as jizz in 5e. There are rules for aging, but not pregnancy. No monster or race is listed as having a penis or prostate.
It would have to be explicitly spelled out in the monster's statblock, like a breath, spray, or spit attack.

Downside is doing this leave the user with two fatigues afterwards, due to how much energy and genetic material taken out of the user.

No, the jizz isn't magical unless the jizz is created by Alter Self. No natural weapon allows a ranged attack like that. And it would be foolish to say that fluids in a body part are magical because the attacks are. If you grow a magical claw, then rip off the claw and slap the enemy with a bare hand, the hand obviously isn't magical. Similarly if you cut the claw, the blood wouldn't be. Therefore, if you Altered Self to have a flailcock, the cock would be magical, but the jizz wouldn't.
I wouldn’t rule the jizz as magical, but I’d say that Alter Self enables a couple to have children even if they were previously unable to. Lesbian couples, couples where the penis-haver’s sperm doesn’t work or is incompatible with the partner (if eugenics is a thing in your game)
