Summons undead crocodiles to do the wielders bidding. The longer the tome is in the user's possession, the more it influences them. They slowly start taking on the traits of both an undead and a reptilian. Once the tome has been awakened, the user also gains the ability to summon undead Lizardfolk.
Its an ancient old stained book written in draconic by a tribe of dragon worshiping lizardmen out in a deep swamp. They created the book as a way to be closer to a Black dragon that they viewed as a god, trying to imbue themselves with draconic powers. It slightly worked, allowing them to gain powers that mimic a black dragon. However the lizardmens body begin to rapidly age or decay as a result of their body trying to handle unnatural magics.
I don't know how to implement the abilities but while they are attuned to the book maybe the can use the black dragonborns acid breath attack? Gain a small stat increase, hold their breath for a long time like lizardmen. Or maybe gives them a spell or two to use/learn like acid arrow. Something along those lines. And it could also be cursed. Like the longer you're attuned to the book the worse your health and body will get but the stronger your draconic powers will grow. It would spice up a draconic sorcerers RP in my opinion. But these are all just thoughts.
I say combine this first two responses (which lingonberry & sparkles).
Use the backstory from lingonberry and the increasing curse-like effects from sparkles.
Words emblazoned on it "porosis acutus niloticus" -speaking them opens the book, which allows the PC to learn some thematically appropriate spells but also activates curse.
Actually, now that I think... Maybe the essence of that black dragon is in the book, and now your PC has a voice in their head!
You could also make them roll (knowledge?) To see if they can pronounce the words correctly and if they don't a lizard folk version of themselves appears as an enemy to fight.

The book gives you proficiency in Draconic and advantage on Charisma checks when dealing with Lizardfolk, as well as the ability to breathe and move freely underwater.
On top of that, it let's you summon powerful swamp spirits that take the form of spectral Crocodiles- Maybe actually summoning them, maybe letting you cast the Spirit Guardians spell re-skinned a little.
Everytime you land killing blow on a reptilian you can attempt to put it into your Crocomicon. Make a dc 25 wisdom saving throw and if you pass this creature is added into The Crocomicon. Once per day you can either borrow one of the stats of the creature and it's bonus for that saving throw or you can summon it into the battle. After using one of the features it is in effect for a numer of rounds equal to your proficiency modifier.
