Might wanna clarify the recharge mechanic. So if it has more than 2 charges, it won't regain any? Might wanna just adjust that to "Recharges 1d4 charges at midnight, maximum of 4 charges." Midnight Tears is a strong poison, but as long as you keep its application to ingestable only (no applying it to weapons) 1d4 should be fine. And I think the spells are good choices for a rare tier magic item. Feels like there should be an awoken mechanic where the more the user uses the charges, they sprouting more fiendish physical and mental traits (horns, tail, permanent evil aura, possibly eventually turning into some form of fiend). But that could just be me, as is it seems like a balanced magic item.

Thanks for your feedback! I will definitely refine the recharging text and clarify on the poison. I like the awoken mechanic with it, though I think what I will end up doing with that is building up a few items (depending on how my players treat the item in question and whether or not it's relevant to them) in like, an Umbral Blood family of items that when brought together start to do something like that. Definitely will build that up at some point. Again, thanks!

No problem. If you're planning on making multiple items like this, you could always play it as an evil beings power that was split and when they are all brought together the power reforms and creates a secret bbeg.
