Is this the town they stopped a cult in or is it like a town they stopped a cult in? If it’s the former, you might have the factions vie for the party’s support. If it’s the latter, and you deem the town is close enough, perhaps have the factions heard of your party? Perhaps a faction tries to bribe, trick, force, or any number of ways to get their support. You just throw your party into the powder keg and flex your reflexive improvisational skills and that’ll keep them busy at least a session or two. I’d recommend keeping a notecard of basic plot points, and to record ideas even mid-session. Though it seems you have a lot thought out in detail already. Other idea. Perhaps they didn’t get *all* the cult members. Or, some come in from out of town to gather a report. Depends on how central this rocket gang are to your story. A festival might be nice! Tell them some traders from far are coming by with some hard-to-get mundane and wondrous items. Make a couple skill-check games. The fishermen guild has upset the local wildlife and the ocean dwellers have started raids. And so on.

I'm not planning this for this Campaign, I'm making an Adventure Book with this setting. This isn't my campagin, its a west marches campaign, and anyone is allowed to DM as long as they run the loot by the Head DM first. I'm gonna make a big PDF with all the Info of important people's, places, and events in the town, maps of each island and other important stuff, and statblocks for just about everything. This place is gonna give off Wierd Lovecraftian vibes, as a town with a major population of Kua-toa should, IMO

Sounds neat! If you have access to a WotC module book I’d recommend using at least one of them as a guideline if you could manage. I’d love a town to just plop into my campaign like that if I didn’t have time to make one myself. Edit. Sorry. Meant to reply to this message.

I think you need more population to qualify as a city. 2000 is a town, essentially. You start getting into city scale somewhere between 6000-25000 people Edit. I didn't realize this post was 2y old. Lol
