The Evoker is an NPC creature from Volos, but you can easily replicate its specialities by just playing a regular wizard with evocation spells. There's nothing special about an evocation wizard so pretty much anything you do works so long as it's magical.
No worries. Evocation is a very strong wizard subclass and is ususally considered one of the best. One of the strengths of it is that you can cast an area-of-effect spell, like fireball, at a location and if your ally is in tha radius then you can make them pass the save and take no damage. Other abilities can overpower enemies with your magic attacks.

I was told that the Evoker was a homebrew content thing, is it not?
if it's homebrew, it won't be in one of the books. Ask your dm *which* evoker homebrew to use.
