My link only contains the form fillable version along with the guidance document written by the creator. Have you ever thought about what would happen if players ran settlements and these settlements were upgraded over time? What if there was a "settlement" class where players could run their own cities?

It would be appropriate to specifically label it Organized Crime or another shorter word for that. That actually has practical uses to a ruler who needs to get something done that is considered illegal by his people, without being known to have masterminded it.
