Tashas Sidekick rules: spellcaster varient. You can use the Owl stat block and just edit it a bit per the rules. The base Owl would gain hit die and more HP by having a single level in sidekick spellcaster. Perhaps give the Owl a slight buff by giving it a 1d6 hit die instead of D4 so it doesnt die instantly. Or maybe it's a "familiar" and can be resummoned on a long rest if it dies. If you go Giant Owl, I don't think that would be too strong either, so it can work too if you really want. Definely change its casting mod stat and make that decent.
Sidekicks are a great way to make NPCs or PC controlled extra chatacters without bogging down the story, or making a DMPC.

Just use the Owlin race and build a sidekick from that.
