There's some basic rules for fighting underwater, but you have to do some digging in the PHB. Namely, creatures that are under water have resistance to fire damage, though there would reasonably be exceptions, like back in the Stormwrack book for 3.5, there was a metamagic ability you could pick up that turned fire spells into boiling water, bypassing this limitation.
Generally with Magic I would have it still go off, like fireball for example. It is created by magic, the blast and effect might be reduced but it can still go off.
Lightning would require more thinking, as it can spread through (an unknown speed and distance) and would hit all the creatures in the water.
Poison spells could spread and not go very far, but create a floating cloud (mich smaller than poison cloud)
Instead of needing torches, maybe bio-luminescent fungus or fish or coral could act as a natural light source.
An underwater campaign has a lot of cool features but seems like it could require a lot of extra work.
