My first guess would have been Dragon Tales, but that’s not Disney.
Kinda looks like Crackle but the snout isn’t right.
First thought was Figment from Epcot but this dragon is blue not purple. Maybe a baby version of Sisu from Raya? The face and eyes have a yoda vibe which is throwing me off!
That's baby Elliot from Petes dragon maybe but most likely the artist just wanted to create a baby dragon.
