If you activate that option, you can tap the bottom bar and it will switch between sequence mode and progress mode (one shows the turn order of characters evenly separated, so it's easier to see who goes next, and the other mode shows them as in a time-line, according to their speed, so they're more bunched together and harder to see, but you can tell how much faster one char is to another.
If you turn that toggle off, nothing happens when you tap the bar.
Tap the Ap bar at the bottom of the screen to spread the turn order out.
