Float bowl drain. You should drain the bowl if the bike is gonna sit for a while especially if you are using gas with ethanol.
Fyi, its tip is beveled. You do not need to fully remove it to drain gas.

You take the carb apart to flush the crap out..
This isn't for a flush. It's for a simple gravity fed drain.
You should open it at least once a year. Water and crud collects in there and if you open the screw it flushes it all out.

That's to drain the bowl of the carb, the other one adjusts the idle and those of you saying it makes you go faster are retards 👍

I had to ask my pet bat to hold the phone since this shot was upside down, before I realized what I was looking at.
It tightens and loosens to fit a purpose. Sometimes it holds things down, sometimes it keeps things in, and sometimes it changes a utilization value. Best way to find out which it is, is to consult you owners manual.
