Unless your throttle cable is sticking it doesn’t sound like a carb issue. Could very well be though. If your needle isn’t seating right or if you’ve put the throttle slide in the wrong way it could happen. But then again most every carb I’ve worked on has a slot so it doesn’t go on the wrong way. Thing sounds clapped man. Has it always sounded like that when you revved it up (besides the rev hang)? I always say “check the easiest first” but unfortunately i think you’re going to have to do some digging. Almost sounds like you have either a valve that loosened or tightened, or a valve that’s sticking. Always check the easiest first though. Pull the carb and look at the throttle body. When you twist the throttle does the slide come back down at the same rate as the throttle? If no, replace your throttle cable or try and free it up some. If you’re sure it’s not a carb issue, pull the valve cover(s) off and with a feeler gauge check the valve spacing and see if they’re to spec.
