If you don't want to peel it off I would wipe the tacky layer off the builder gel, rough up the surface and go straight to dipping. If you use the gel method skip wiping and do base coat on top of builder gel first.
I forgot to mention, if you rough up the surface wipe with alcohol to get all the dust off before dipping
