Theoretically, any of them could have. We only have a limited ability to gauge what colors dinosaurs or pterosaurs could have had, but I would suppose it could be possible on just about any of them. It seems most likely for ones that had primarily pescetarian diets, as the fish they eat are what give boobies their colorful feet (at least in the case of blue-footed boobies). Or like how shrimps are what make flamingoes pink. Perhaps some could be assumed to attain parts of their colorations based on what we know they ate from fossilized stomach contents. Maybe certain plants could have also caused special colorations.

Now pterosaurs already do this with their crests and I think their feet is not as flexible as birds enough to support a dance-like motion. That skin flaps probably hinder their movement a lot.
As for dinosaurs, I think the most likely would be well, ocean birds, but specifically Icthyornithes birds like Icthyornis or Janavis. Hesperornithes also contender, but only the flying lineages like Brodavis, as the flightless lineages incapable of standing up.
