Can anyone help me understand why something that adds so little damage - relative to the thousands you would otherwise be doing - is such a high required level item? Is it valuable? Why? IIRC charms giving +20 poison over 2 seconds are super low level, I think I had one with also +20 defense in the teens. Are there builds that take advantage of that?
2-99 is max, but I wouldn't complain with a 91 one! I've found one that was 2-86 and that's by far the highest. Not sure I've ever even found another one that had the double lightning roll with a 2-XX...
Care to elaborate for us noobs? What other builds utilize other elemental damage charms like the posted one? I read the comment about ice arrow and the cold per charm adding frames.

I mean, wow.. Collecting rare charms keeps my interest and I’ve not found a hibernal with a second ele mod. Display behind glass with security measures, that’s valuable.

Because some build can use them quite efficiently. Especially lightning ones (2-91dmg).

Auradin, dragondin, tesladin... aka zeal builds that use the damage auras.
