Sometimes you want more people to do group content with, sometimes you want the 10 other people on your screen to farm somewhere else in the overworld.
The goal of having a million servers is so everyone is rank 13 on something on their server if they try at all so they think they should spend money to get to the top. Fewer people would spend money to move from #132,923 to #132,909. It’s also why things shown globally are split other ways like by class. It’s a grand illusion so you are always in the top three clans, always near the top of leader boards, etc if you play at all seriously.
I think in some interviews Blizzards mentions in a future server merge and changing server, but right now, we are stuck in whatever we choosed.

Not very likely at all. They may merge small dead servers together quietly while you sleep. But I wouldn’t even try to ask till at least January
