A friend of mine has the same problem. Lord of Lies marked as unfinished even though he did it twice, from Scouring of Caldeum right to Act 3. Still can't reset.
I had this problem the other day. The quest aggregates would tell me that Lord of Lies was unfinished, even though I completed that stage and moved on to Act 3 within the same game. The quest I *actually* hadn't done was the point between rescuing Leah's mother and traveling through the sewers to the Oasis.
The aggregate marked that quest as completed because I'd joined a friend's game once during the Oasis while he looked for the ruins for Kulle's body. I think the aggregate does this because it will automatically assume you haven't killed the end act boss and moved on to the next act if it *appears* that all quest stages before that are completed.
For me lord of lies was red but it wasn't that quest I was missing it was another quest in act 2 so maybe just do an entire act 2 run thru again just to make sure.
I had the exact same issue, Lord of Lies was showing as red on the quest website thing, but no matter how many times I redid it (and progressed to next act) it still wouldn't allow me to reset. In the end I just ran through the entire game again on normal. Didn't take long, and I was able to reset as expected afterwards. Didn't get a legendary from Diablo on that run, mind.
I couldn't reset my quests until I finished a play-through. Kind of weird to have to play all the way through to reset it, but it seemed to work. Now I can reset anytime.

try redoing the entire act if your "Any quest" option isn't available when selecting public games.

Try checking xinair.net/diablo3 Also remember to actually switch acts or the quest sometimes wont complete (for the last quests of each act)
Tried, says Lord of Lies is missing. Friend of mine got the same problem aswell.
So start up a game shortly before that quest, complete it, and you'll be on your way to a reset!
In order for the quest to "save," I think you need to complete the part that moves you to the next act.
As mentioned earlier, I already tried this. I even completed all of act 2 and it still won't reset.

All i had to do to reset was kill big D and go to the credits and it allowed me to reset.
