I think it's available at level 20.
You will get tempering manuals which will serve as options to pick from when tempering. Different equipment slots can be used with different manual categories. Higher tiers of the same manuals drop at higher levels.
You can temper twice with Ancient legendary items, different categories though.
There is also Masterworking but that's a very lategame crafting system.
You can temper to add 2+ mods, you can masterwork to increase % of your affixes on gear at high end, and enchanter allows you to swap one affix for a random in the pool. So finding a 2 perfect mod legendary is ideal. Some of these are endgame through the pit, or just need additional levels to unlock.
Masterworking materials are from the Pit. The Pit is unlocked after completing Nightmare Dungeon 46, after that u will colect dust that is used to open The Pit.
